13. CAN A FOREIGN CITIZEN START THE BUDGET?

Foreign citizens and stateless persons have the right to receive higher education at the expense of the Federal budget of the Russian Federation in accordance with:

  • international treaties of the Russian Federation (e.g., citizens of the Republic of Belarus, Republic of Kazakhstan, Kyrgyz Republic, Republic of Tajikistan);
  • federal laws of the Russian Federation (compatriots);
  • quota established by the Government of the Russian Federation on the education of foreign citizens and stateless persons.

Foreign citizens and stateless persons, being compatriots, living abroad, are entitled to higher education on an equal basis with citizens of the Russian Federation, subject to their compliance with the requirements, provided by article 17 of the Federal law of 24 of May 1999 -. No. 99-FL “On the State Policy of the Russian Federation with Respect to Compatriots Abroad”.

Compatriots – are:

  • citizens of the Russian Federation, who permanently live outside the Russian Federation;
  • persons and their descendants, who live outside the territory of the Russian Federation and are usually, as a rule, to
    peoples, who historically resident in the Russian Federation;
  • persons, who made a free choice in favor of the spiritual, cultural and legal ties with the Russian Federation and whose
    relatives in a direct ascending line previously lived on the territory of the Russian Federation.

Compatriots, who live abroad and are not citizens of the Russian Federation, do not have special rights for admission to Bachelor's Degree and Specialist's Degree Programmes, provided in accordance with Federal Law No. 273-FL, unless otherwise provided by an international treaty of the Russian Federation.

For admission to state-funded places, foreign citizens and stateless persons submit documents to the Admissions Committee, necessary for admission to training of foreign citizens.

14. HOW MANY POINTS DO I NEED TO SCORE, TO GET a state-funded place?

Passing score is not known in advance. It depends on the number of applicants, their points and the number of state-funded places in this direction. Each year, the passing score is different. Approximate scores are indicated at this page.

15. CAN I STAY IN THE Dormitory WHILE I PASS THE ENTRANCE exams?

Yes, you can, if there are available places.

16. MUST NOTARIZED TRANSLATION OF DOCUMENTS BE MADE IN RUSSIA, OR can i do it in my country?

You can do it in your own country, if the notarized translation will meet the necessary requirements. You can find more information at this page.

17. IF a DOCUMENT ON EDUCATION is IN TWO LANGUAGES, INCLUDING RUSSIAN, DO I NEED TO MAKE A NOTARIZED COPY?

No, this is not necessary. But you need to pay attention to the seal. It should contain Russian text. Otherwise, you must make a notarized translation of the certified translation of the seal impression.

18. ENTRANCE examS ARE DIVIDED IN THREE GROUPS. CAN i pass AN EXAM THREE TIMES?

19. HOW MUCH time do the EXAMS LAST?

21. HOW TO CONFIRM THE STATUS OF A COMPATRIOT?

When applying for state funded places to study in the main educational programmes a compatriot submits originals or copies of the following documents:

  • birth certificate of the applicant’s parents, confirming their birth on the territory of the USSR or the Russian Federation *;
  • copy of the passport of one of the parents, indicating the place of birth (on the territory of the former USSR)*;
  • birth certificate of the applicant;
  • documents, confirming the permanent residence of the applicant and his parents abroad (as a rule, passport with a stamp in the column "Place of residence", temporary residence permit in the Russian Federation, official statements, certificates, etc.).


(*) In case of different spelling of the name of the parent in the passport and birth certificate, , a document confirming, that , it is one and the same person is required.

25. What are the nuances of passing the entrance exams for foreign citizens?

Foreign citizens have the right to enter the university not according to the Unified State Exam results, but according to the results of entrance exams, conducted by the university . Upon admission to paid places (Bachelor's Degree, Specialist's Degree) foreign citizens pass two entrance exams.

26. HOW MANY ENTRANCE exams DO I HAVE TO PASS FOR ADMISSION TO PSKOV STATE UNIVERSITY?

Foreign citizens, who apply to state-funded places of Bachelor's Degree Programmes (Specialist's Degree Programmes) pass three entrance exams, to paid places they pass two entrance exams.

27. IS THE SCHOLARSHIP PAID TO FOREIGN STUDENTS?

Yes, foreign students get a scholarship in the same amount, as citizens of the Russian Federation. But, provided, that a foreign student is studying on a state-funded form of study.

28. WHAT DOCUMENTS DO I NEED TO register in the dormitory?

30. CAN I study at PskovSU IN ENGLISH?

Training at Pskov State University is mainly conducted in Russian. There is also Master's Degree Programme International Business, which is fully conducted in English.

31. Can I pay for training, being in my own country?
